Yes, you can download TVHome Media 3 software if the disc is lost. You can search for it online and download it. Additionally, you may also need to download the drivers pack to ensure proper functionality.
Unfortunately, there is no driver for Windows 8. First check Device Manager to see if all the components are installed and then use the main TV application under compatibility mode. It's best to use the Troubleshoot compatibility option when you right click the application.
This application doesn't work on Windows 10, because the drivers are not compatible with it. Even if you manage to install the software in Windows 10 through compatibility mode, you will have issues installing the drivers. You need Windows 7 or Windows XP in order to install the application and the drivers to watch and take advantage of the TV streaming.

Based on previous experience I know that the software allows you to change the output format of the recording. For that you will have to go to the Settings menu to change it. However, if the software is too old to support MP4, a converter is necessary.
Once downloaded, load the MPEG file and then choose the General Profile for video and leave the settings as they are. Press the Play/Convert option and wait to finish and you'll have an MP4 file.
I have recorded some videos using TVhome Media 3 and I can't seem to locate the files to save as a backup. I tried going to the chosen folder, but all there are bitmap images of the videos I wish to save.

If the files are not in their assigned location, it means that you have used screenshot capture instead of video recording. You will need to configure TVHome Media 3 application to record video instead of capturing stills on the currently playing channel. TV tuners allow you to choose what to capture (screenshot or video). Access and change the settings, then choose another location for videos, and it should be fine.
By default, the software should save your recorded videos in (C:) > Users > Your Computer Name > Videos. If you can't find the output files in that directory, go to Start and type in the Search programs and files field kind:video. The search engine will show you all the videos from your computer. If you can't find your recorded videos among all the files, type datemodified:dd/mm/yyyy, where dd/mm/yyyy is the date when you recorded the videos. If you don't know the exact date, type datemodified:[first date] .. [second date] using the same format and specify an interval. Once you find the files, right-click on one of them and click Open file location:

You need to check the settings for the application you're using because that's the way to find out where the videos are stored. Unless the it's been using own storage folders, the software will have the patch set up in the My Documents in a folder of its own or in the installation folder of the application.
In My Documents, the recordings should be stored under the folder with the same name.

Unfortunately, it's impossible to make this application work under the Windows 10 environment. The only thing you can do is to apply a compatibility tweak for the setup package, but there comes the problem with the drivers which aren't compatible with Windows 10 as well. There is no fix, update, or patch released for TVHome Media3 to make it work under Windows 10. You might need to downgrade to a previous Windows version (7 or XP) to be able to use the software and the drivers.

You can easily use Handbrake for that operation. Download it from here: http://handbrake.software.informer.com/
Once downloaded, load the MPEG file and then choose the General Profile for video and leave the settings as they are. Press the Play/Convert option and wait to finish and you'll have an MP4 file.
